Hot Stuff, the Tuff Little Devil Wacky Wobbler by Funko, 2001.  Hot Stuff is out-of-the-box (sorry no original packaging), as I kept him displayed on a collector's shelf of bobbleheads for many years.  One of his horns has a slight defect but it's very hard to detect.
